I love this liner when working with my upper lid but when trying to use it on my water line it flakes and floats into my eyes making me rub hard and eventually ruin my makeup and make my eyes all red and puffy...i usually use a pencil on my water line and have no problem...whats the deal?HIP cream liner irritates my eyes?!?

bacteria is causing irritation. Avoid any makeup on the water line; I'm assuming you mean inner bottom lid. Anytime you dip liner into your eye and re use, bacteria goes back to the applicator and brush. Pencils aren't re- used that way.
