Yes, I have and it works perfectly fine! =] Might smudge though when water from your eyes touch it, but no biggie, I love it because the color really sticks out when you put gel eyeliner on your water line
Only kind I use is Smashbox Jet Set cause thats specifically made for ur waterline and it doesnt move
no because they'll make your eyes burn.
