personally i dont think it would it wouldnt look natural its light so it might not cover up well i would use a darker color like brown

No, it will either look really strange or will not show at all. The lightest you could go without looking weird is a medium brown color. Of course, you can always just try it, if you think it looks OK then go for it.
it depends on what hair color are you sporting... that's why they say... if you have your hair dyed, you should include the eybrows as well to make it look more natural... honestly, i don't think it would at all look ok...

Try the blonde brow pencil on your eyebrows


Take a look in the mirror


Then answer your own question
it will probably be too light for your eyebrows and look unnatural. i would get a color that matches your eyebrows.
if you want lighter brows, try brown instead of blond, because blond wont look natural.
i think it should look fine
